Consolidates the Department of Central Services, Office of Personnel Management, and Oklahoma State Employees Benefits Council into the Office of Management and Enterprise Services, with the Director assuming executive responsibilities for all consolidated agencies

Changes the agency budget request submission deadline from October 1 to November 1 preceding each legislative session, and modifies budget document requirements to include a balanced budget based on Board of Equalization certified revenue

Eliminates quarterly allotment reporting requirements, allowing agencies to request allotments for the entire fiscal year rather than by quarter, and permits optional designation of allotment request officers

Simplifies mid-year budget transfer procedures by directing transfer requests to legislative appropriations committee chairs and division directors instead of the Joint Legislative Committee on Budget and Program Oversight

Transfers authority of the sunset Special Agency Account Board to the Director of the Office of Management and Enterprise Services, and applies enhanced fiscal oversight procedures to the Oklahoma Department of Mental Health and Substance Abuse Services through fiscal year 2028
