Expands Oklahoma Higher Learning Access Program (OHLAP) eligibility for children of school employees by changing the qualifying parent category from "certified classroom teacher" to "school employee," which now includes support employees with minimum 10 years of employment in an Oklahoma school district

Extends OHLAP eligibility to children of honorably discharged veterans certified by the U.S. Department of Veterans Affairs as having 100% permanent disability sustained through military action, accident, or disease contracted during active service

Maintains existing income limits for school employee children at 700% of the federal poverty level for program enrollment and benefit receipt

Excludes children of school district superintendents, principals, and other administrative positions from the expanded school employee eligibility category

Takes effect July 1, 2026, with an emergency clause for immediate implementation upon passage and approval
