Amends Oklahoma's Governmental Tort Claims Act to change the start date for wrongful conviction claims from July 1, 2025 to July 1, 2026

Extends retroactive application of wrongful conviction compensation to exonerations occurring on or after July 1, 1975

Compensation for wrongful felony convictions remains at $50,000 per year of imprisonment, with additional $50,000 per year for death row time and $25,000 per year for parole/probation

Requires claimants to have received a full pardon based on actual innocence from the Governor or judicial relief absolving guilt based on actual innocence

Includes severability clause: if retroactive application is found unconstitutional, prospective application remains valid; effective November 1, 2026
