Amends Oklahoma's Landowner's Bill of Rights to require the Attorney General to review and update the document at least once every two years for accuracy and clarity

Requires the Landowner's Bill of Rights statement to be provided to property owners at the earliest stage of the acquisition process and prior to any purchase negotiations

Defines "bona fide good-faith effort to negotiate" as including providing the property owner with the appraisal or damage assessment relied upon by the acquiring entity

Allows acquired land to be transferred between state agencies appropriated by the Oklahoma Legislature without triggering the landowner's right of first refusal
