Defines "public use" for eminent domain as land for public highways, roads, rights-of-way, public buildings, cemeteries, parks, public utilities, or private entities expressly authorized by statute to exercise eminent domain

Prohibits taking private property for economic development purposes, including increased tax revenues, tax base, employment, or general economic health

Bars local governments from exercising, creating, extending, or expanding eminent domain powers without express statutory authority, and prohibits local ordinances or policies from broadening the definition of public use

Requires condemned property not used for its intended public purpose to be offered back to the original owner or heirs at the lower of appraised value or original purchase price, with 90 days to accept
