Removes the Oklahoma Turnpike Authority's power to acquire land through condemnation (eminent domain), limiting the Authority to acquiring property only through voluntary purchase agreements with landowners

Repeals 69 O.S. 2021, Section 1708 in its entirety, which governed condemnation proceedings for the Authority

Eliminates condemnation authority for grade separations, land acquisition for turnpike projects, and easements over railroad property

Retains all other Authority powers including constructing and operating turnpikes, issuing revenue bonds, setting tolls, and entering contracts

Effective date of November 1, 2026
