Amends the Governmental Tort Claims Act (51 O.S. 2021, Section 153.1) to address tort liability for shared inmate housing facilities operated by state, city, or county entities

Limits tort actions by or on behalf of inmates in shared housing facilities to only the specific state, city, or county that placed the inmate in that facility

Maintains existing immunity for the state, cities, towns, and counties regarding housing of federal inmates or inmates from other states in privately-operated facilities

Public trusts benefiting a city, town, or county that house federal or out-of-state inmates remain excluded from Governmental Tort Claims Act immunity
