Creates the Oklahoma Rural Health Transformation Program (ORHT) with the State Department of Health as lead agency to oversee federal funds received through the Rural Health Transformation Program established by Public Law No. 119-21

Requires annual reports by January 31 to the Governor, legislative leadership, and appropriations chairs detailing expenditures, programs, outcomes, and any changes from the original CMS application

Mandates quarterly progress reports published on the Department's website for all projects, including expenditure details for each project

Establishes the Oklahoma Rural Health Transformation Revolving Fund in the State Treasury as a continuing fund to receive and disburse federal RHT Program monies for CMS-approved programs and projects

Authorizes memoranda of understanding with partner agencies for fund expenditures limited to RHT Program projects, and declares an emergency for immediate effect upon passage
