Creates the Rural and Small Hospital Grant Program at the Oklahoma State Department of Health to assist rural or small hospitals with infrastructure, equipment, or technology needs for opening or maintaining facilities

Requires applicant hospitals to provide at least 20% matching funds toward projects, which may include in-kind donations

Establishes the Rural and Small Hospital Grant Revolving Fund in the State Treasury as a continuing fund not subject to fiscal year limitations

Authorizes the Department of Health to promulgate rules for administering the grant program

Effective date: November 1, 2026
