Creates the District Attorney Locality Incentive Program to provide financial incentive payments to full-time prosecutors serving in designated high-need localities, with payments up to $50,000 cumulative during an initial five-year period

Allows additional incentive payments of up to $10,000 for each two-year period of continued service after completing the initial five-year incentive period

Requires employees who terminate service before completing their service obligation to reimburse incentive amounts received on a pro rata basis

Establishes a committee of district attorney representatives to designate high-need localities based on factors including population size, remoteness, vacancy rates, and distance to higher education institutions

Creates the District Attorney Locality Incentive Program Revolving Fund in the State Treasury as a continuing fund not subject to fiscal year limitations, effective November 1, 2026
