Expands the definition of "temporary license plate" to include three types: standard 10-day plates, 60-day nonresident in-transit plates for out-of-state buyers, and 90-day commercial fleet plates for commercial vehicles being registered in another state

Requires out-of-state purchasers to attest they will title/register vehicles in another state and provide proof of residency to receive the 60-day nonresident in-transit temporary plate instead of a standard Oklahoma plate

Creates a 90-day commercial fleet temporary license plate for commercial vehicle purchasers who have a valid Manufacturer Fleet Number and intend to register the vehicle in another state

Mandates that within 2 business days of a vehicle sale, either the seller or purchaser must submit pre-registration documentation to Service Oklahoma or a licensed operator identifying the vehicle, purchaser information, and any associated license plate

Effective date is November 1, 2026
