Creates the Oklahoma Talent Attraction and Relocation Program within the Oklahoma Department of Commerce to award grants to cities, towns, counties, and qualifying nonprofits for recruiting out-of-state households to relocate to Oklahoma

Limits grants to $250,000 per municipality per fiscal year, with 50% disbursed upon contract execution and 50% upon meeting at least half of the household relocation goal

Requires applicants to contribute at least 20% of total program costs and prohibits repeat grants unless prior household goals were met or exceeded

Eligible relocating households must reside outside Oklahoma, have individual household income of at least $55,000, and apply through an approved grant recipient

Establishes the Oklahoma Talent Attraction and Relocation Revolving Fund in the State Treasury and requires biennial reports to the Governor and legislative leaders beginning two years after the effective date of November 1, 2026
