Amends Oklahoma's Retail Electric Supplier Certified Territory Act to change the threshold measurement for large commercial facilities from "connected" load to "actual total metered load" for determining when suppliers can serve customers outside their certified territory (1,000 kW or larger facilities in unincorporated areas)

Establishes a penalty of 1% of annual sales payable to the offended retail electric supplier for violations of territory provisions occurring after August 26, 2026, with the penalty explicitly prohibited from being paid using customer-generated revenues

Requires retail electric service providers to establish specific rate tariffs for large customers (1,000 kW+) served outside their certified territory, with rates designed to recover extension costs and allocated service costs without cross-subsidizing other rate classes

Allows the certified territory holder to opt out of competing for large commercial loads by providing written notice or failing to respond within 30 days of customer notification, in which case the special tariff requirements do not apply

Effective date is November 1, 2026
