Creates the "Breeding Animals Responsibly and with Care (BARC) Act" establishing tiered licensing fees for commercial pet breeders ranging from $225 (1-3 intact females) to $750 (101+ intact females), plus $200 for animal shelters, $100 for nonprofit rescues, and $50 for foster homes

Lowers the threshold for commercial pet breeder licensing from 11 to 4 or more intact female animals, with "noncommercial breeder" redefined as those with 3 or fewer intact females

Establishes the Commercial Pet Breeders and Animal Shelter Licensing Fund as a revolving fund for ODAFF to administer the licensing program, conduct inspections, and fund enforcement activities

Authorizes discretionary grants from the fund to nonprofit animal rescue organizations and licensed foster programs for veterinary care, spay/neuter services, temporary housing, and capacity-building efforts

Imposes a $12,000 fine for operating without a license and permits forfeiture of animals to animal control unless the owner proves the animals have been spayed or neutered; effective November 1, 2026
