State agencies must give preference to Oklahoma-produced food when purchasing agricultural products, required to buy local when prices are no more than 10% higher than out-of-state alternatives

"Oklahoma-produced" defined as food grown, raised, harvested, or caught within Oklahoma, or processed in-state using a majority of Oklahoma-grown ingredients

Agencies authorized to purchase directly from farmers, ranchers, food hubs, and cooperatives; OMES must develop guidelines to help small and mid-sized producers participate in public procurement

Agencies may consider supplier compliance with labor laws, safe working conditions, and fair compensation practices when selecting vendors

OMES required to submit biennial reports to the Legislature on volume and value of local food purchased, procurement barriers, and program improvement recommendations; effective date November 1, 2026
