Creates the Oklahoma Family Literacy Task Force, an advisory body with no regulatory or rulemaking authority, to develop a comprehensive statewide family literacy strategy

Task Force consists of up to 12 members appointed by the Governor, State Superintendent, legislative leaders, and various agency heads, including representatives from education, libraries, higher education, workforce development, tribal communities, and a parent with lived experience related to literacy or poverty

Requires the Task Force to study relationships between low literacy and poverty, workforce participation, health outcomes, and educational attainment; map existing programs; identify gaps and barriers; and review evidence-based models from other states

State Department of Education must provide staff support; members serve without compensation but may receive travel reimbursement; appointments must be made within 60 days of the effective date

Written report due to the Governor and legislative leaders by December 1, 2027, including a statewide definition of family literacy, program inventory, policy recommendations, fiscal impact estimates, and performance metrics; Task Force dissolves upon report submission
