Establishes new appointment structure: Governor, Speaker of the House, and President Pro Tempore of the Senate each appoint 3 members (1 public sector, 2 private sector)

Members serve 3-year terms with eligibility for reappointment; initial terms staggered at 1, 2, and 3 years to create rotating membership

Vacancies filled by the original appointing authority for the remainder of the unexpired term
