Criminalizes willfully activating outdoor warning sirens without authorization or tampering with siren system components including wiring, controls, or communication systems

Misdemeanor penalty for violations: fine up to $1,000, county jail up to 1 year, or both

Felony penalty if unauthorized activation causes false emergency response or public panic: fine up to $5,000, imprisonment up to 5 years, or both

Exempts government employees, agents, and contractors acting in official duties, as well as persons conducting routine testing or maintenance under proper supervision or written authority

Effective November 1, 2026
