Eliminates several criminal case fees including the $150 Laboratory Analysis Fee, $150 DNA fee, fingerprinting fees, and Forensic Science Improvement Assessment fees, making any unpaid balances of these fees unenforceable and uncollectible as of November 1, 2026

Removes the $40/month supervision fee that defendants were required to pay to district attorneys during probation, and eliminates the $6 law library fee assessed in criminal cases

Creates an unrebuttable presumption that defendants receiving government benefits (TANF, SNAP, WIC, housing vouchers, SSI, etc.) for at least 6 of the prior 12 months are unable to pay court financial obligations, requiring courts to waive all remaining obligations

Establishes a rebuttable presumption of inability to pay for defendants with income below 150% of the federal poverty level or receiving qualifying benefits for less than 6 months, with prosecutors required to prove excess funds exist to overcome the presumption

Repeals 20 O.S. 2021, Sections 1313.3 (fingerprinting fees) and 1313.4 (Forensic Science Improvement Assessments), with an effective date of November 1, 2026
