Establishes a legal definition for "family resource center" as a community, school, or faith-based hub providing support services to families

Family resource centers must use multigenerational, strengths-based, and family-centered approaches that reflect community needs

Services must be provided at no or low cost to participants

Centers must build peer support communities for families, including kinship families, to reduce isolation and stress

Centers must integrate supportive employment services that build skills and promote long-term family stability; effective November 1, 2026
