Nonviolent felons may have firearm rights restored after receiving a full pardon or completing 5 years without any misdemeanor or felony conviction and having no pending charges (previously required both pardon and clean record)

Removes specific references to the Oklahoma Self-Defense Act handgun license application and carry provisions from the rights restoration process

Eliminates the mandatory handgun license revocation requirement by the Oklahoma State Bureau of Investigation for persons who allow prohibited individuals to possess firearms

Upon rights restoration, nonviolent felons may perform duties of a gunsmith and other duties requiring restored rights, but removes "peace officer" and "firearms repair" from the specific list of permitted activities
