Adds theft of one or more firearms as an alternative qualifier for the highest felony tier (Class C2) for grand larceny, alongside the existing $15,000+ property value threshold

Applies parallel changes to receiving stolen property statutes, adding firearm theft as a trigger for Class C2 felony charges regardless of monetary value

Maintains the existing tiered penalty structure: under $1,000 (misdemeanor/county jail up to 1 year), $1,000-$2,500 (Class D3 felony), $2,500-$15,000 (Class D1 felony), and $15,000+ (Class C2 felony)

Effective date of November 1, 2026; passed the House of Representatives on March 5, 2026
