Creates the Oklahoma Kids After-School Grant Program (OKAGP) at the Department of Human Services to fund community-based organizations operating after-school programs for students in grades K-12

Requires after-school programs offering reading assistance or tutoring to use science of reading methodology, including explicit instruction in phonological awareness, decoding, fluency, vocabulary, and comprehension

Eligible organizations must operate a minimum of 5 locations in Oklahoma, either independently or through an alliance, and may qualify for exemptions from the Oklahoma Child Care Facilities Licensing Act

Establishes the Oklahoma Kids After-School Grant Program Revolving Fund in the State Treasury, funded through appropriations and donations, as a continuing fund not subject to fiscal year limitations

Effective date: November 1, 2026
