Reduces the vesting requirement for Teachers' Retirement System of Oklahoma members who joined on or after November 1, 2017 from 7 years to 5 years of employment and contributing membership to qualify for monthly retirement benefits

Amends the Oklahoma Pension Legislation Actuarial Analysis Act (OPLAAA) to classify this vesting change as a "nonfiscal retirement bill," exempting it from actuarial fiscal impact analysis requirements

Adjusts the indefinite membership extension trigger from the eighth year to the sixth year following a member's last contributing membership for those with 5+ years of service

Section 1 (OPLAAA amendments) becomes effective October 1, 2026; Section 2 (TRS vesting changes) becomes effective November 1, 2026
