Increases the income eligibility cap for the Oklahoma Tuition Equalization Grant from $50,000 to $80,000 per year for students' parents (or the student if independent and self-supporting)

Grant provides $2,000 per academic year ($1,000 per semester) to eligible Oklahoma residents attending approved private, not-for-profit colleges and universities in the state

Eligible institutions include Oklahoma Baptist University, Oral Roberts University, University of Tulsa, Oklahoma City University, and seven other accredited private institutions

Effective date of July 1, 2026, with emergency clause for immediate implementation upon passage and approval
