Amends 66 O.S. 2021, Section 53 to require the three-member commission in railroad eminent domain cases to hold a "necessity hearing" to determine whether the condemnation is for a valid public use

Requires the commission's written report to the court to include their determination on whether the condemnation action is based upon a valid public use, along with their recommendation on whether the action should continue

Applies to cases where property owners refuse to grant right-of-way to railroad corporations incorporated under Oklahoma law
