Limits Oklahoma's statewide student assessment system to only the federal minimum requirements under the Every Student Succeeds Act (ESSA), prohibiting assessments that exceed federal mandates

Eliminates the mandatory U.S. History assessment with civics emphasis that was previously required at least once during grades 9-12

Removes the State Board of Education's option to require additional assessments in reading, writing, and mathematics beyond federal minimums

Eliminates the provision allowing the state to offer additional nationally recognized college- and career-readiness assessments to high school students at no cost

Effective date of July 1, 2026, with an emergency clause allowing immediate implementation upon passage and approval
