Creates the Forensic Assertive Community Treatment Program as a public-private partnership administered by the Department of Mental Health and Substance Abuse Services to prevent homelessness and reduce recidivism among individuals with serious mental illness who are involved in the criminal justice system.

Establishes forensic assertive community treatment teams in Tulsa County, Oklahoma County, and rural areas, with additional teams possible based on community need and available funding.

Requires 25% matching funding from private sources for each team, with up to $1,000,000 available from the Department per team.

Creates the Forensic Assertive Community Treatment Program Revolving Fund in the State Treasury to receive state-appropriated funds, federal funds, donations, grants, and contributions.

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval.
