Adds new statutory definition of "contract miner" as any person, partnership, firm, or corporation that actually conducts mining activities on behalf of an operator

Requires all mining permit applications (Limited Use, surface mining, and underground mining) to clearly indicate whether the operator will conduct mining activities itself or use a contract miner, and to identify the contract miner if one will be used

Modifies the definition of "operator" to clarify it applies regardless of whether the operator actually conducts the mining activities of the operation

Requires that assignment of mining activities by an operator to a contract miner be subject to the same public notice and hearing requirements as original permit applications

Effective date of November 1, 2026
