Amends Oklahoma statute 47 O.S. 2021, Section 1135.3 to authorize Service Oklahoma to design and issue 32 new special license plates, including plates for the Oklahoma State Beekeepers Association and 31 universities (University of Oklahoma, Oklahoma State University, and various Big 12, SEC, and other conference schools)

Special license plates cost $15.00 per year in addition to standard registration fees, with $8.00 deposited into the Service Oklahoma Reimbursement Fund and $7.00 apportioned per existing law

New plates require 100 prepaid applications within 180 days of the effective date before Service Oklahoma will develop and issue them; if the threshold is not met, payments are refunded

Special license plates are non-transferable between persons but may be transferred to another vehicle owned by the same registrant after that vehicle is registered for the current year
