Establishes the Growth-based Teacher Compensation Program as a 3-year pilot beginning in the 2026-2027 school year, providing performance-based pay to approximately 1,500 teachers (top 15%) in grades 4-8 who teach English language arts and mathematics based on student academic growth measured by state testing

Creates three compensation tiers based on statewide student growth percentiles: Tier 1 (95th percentile and above), Tier 2 (90th-94th percentile), and Tier 3 (85th-89th percentile), with awards paid from the Teacher Empowerment Revolving Fund

Establishes a National Board Certification Bonus Program providing $5,000 annual bonuses for five years to certified teachers in any subject or grade level who obtain or maintain National Board Certification

Performance-based compensation and National Board bonuses are excluded from calculations for minimum salary schedules and Oklahoma Teachers' Retirement System contributions or benefits

Requires the Office of Educational Quality and Accountability to contract with an independent evaluator and submit a report to the Governor and legislative leadership by January 1, 2028, analyzing program effects on student achievement and teacher workforce outcomes
