School districts must accept students of active duty military families on official military orders to Oklahoma installations, allowing enrollment in the district of their choice without requiring the student to already reside in that district

Removes the previous requirement that military students live with a relative in the receiving school district or move there within 6 months of applying for transfer

Military family students residing outside a district must be treated as in-district residents for enrollment purposes, and districts must accept electronic enrollment applications

Students with IEPs, individualized family service plans, or Section 504 plans cannot be denied enrollment, and districts must ensure comparable services are in place before the student's first day

Parents must provide proof of state residence within 10 days of their official arrival date, using temporary billeting, purchased/leased housing, or military housing as acceptable documentation

Effective July 1, 2026, with an emergency clause allowing immediate effect upon passage
