Public school districts gain exclusive control over their school facilities (athletic fields, gymnasiums, courts, training and practice facilities, weight rooms) regardless of any school athletic association policies

School districts may seek injunctive relief in court against any school athletic association that attempts to limit or control use of district-owned facilities

Eliminates the automatic one-year athletic ineligibility period for students who transfer schools under the Education Open Transfer Act

Transfer students can only be declared ineligible for extramural athletic competition after a formal due process hearing with substantial evidence of a specific rule violation

Effective date of July 1, 2026, with emergency clause allowing immediate implementation upon passage and approval
