Renames the Oklahoma Department of Veterans Affairs Revolving Fund to the "Nonappropriated Veteran Care Enterprise Fund" and reclassifies it from a revolving fund to an agency special account

Prohibits state appropriations and federal grants-in-aid from being deposited into the fund; authorized revenues limited to gifts, contributions, bequests, and fees for service

Exempts the fund from State Treasury deposit requirements and from disbursement through the Office of Management and Enterprise Services

Requires the Department to maintain accounting records consistent with federal requirements, submit quarterly reports to the Governor and legislative leadership, and remain subject to State Auditor and federal audit requirements

Effective date of July 1, 2026, with an emergency clause for immediate effect upon passage
