Increases annual apportionment to the Rebuilding Oklahoma Access and Driver Safety (ROADS) Fund to $610 million for fiscal year beginning July 1, 2025, and $620 million for fiscal year beginning July 1, 2026 and thereafter

Allocates $20 million per fiscal year from FY 2025 through FY 2033 for construction, repair, and maintenance of weigh stations on the state highway system

Requires the Department of Transportation to notify the Governor, legislative leadership, and affected district legislators in writing within one week when projects are delayed or removed from the Eight-Year Construction Work Plan outside normal adjustments

Notification must include project description, explanation for the change, funding needed to maintain original scope and timeline, and impact on the Asset Preservation Plan
