Amends 47 O.S. 2021, Section 1104 to modify the apportionment formula for vehicle license and registration fees collected under the Oklahoma Vehicle License and Registration Act

Increases the annual cap on apportionments to the County Improvements for Roads and Bridges Fund on a graduated schedule: $140 million for FY 2026, rising $5 million annually to $175 million for FY 2033 and thereafter

Changes the baseline year for calculating excess apportionment limits from FY 2015 to FY 2025 for certain county road and bridge funding allocations beginning in FY 2026

Modifies the distribution formula for direct county payments starting FY 2026 to allocate one-third based on county area, one-third based on certified road miles, and one-third based on number of county bridges per the 2020 Bridge Summary Report

Effective date of July 1, 2026, with an emergency clause for immediate effect upon passage and approval
