Creates the Oklahoma Animal Abuse Offender Registry within the Oklahoma State Bureau of Investigation for persons convicted of animal abuse crimes after November 1, 2026

Requires the registry to include offender's name, address, date of birth, offense details, conviction date, and county where offense occurred, with a publicly accessible website available by November 1, 2027

First-time offenders remain on the registry for 2 years; subsequent offenders remain for 5 years, with removal possible for those who complete deferred sentences

District court clerks must electronically forward conviction information to the Bureau within 30 days of final case disposition

Increases penalties for animal cruelty under Section 1685 from a maximum of 5 years imprisonment and $5,000 fine to 10 years imprisonment and $10,000 fine
