Creates the "Veterans Mental Health Innovation Act" allowing Oklahoma universities and affiliated research facilities to conduct scientific research and clinical trials on ibogaine for adults 18+ with conditions including PTSD, treatment-resistant depression/anxiety/OCD, traumatic brain injury, early-stage dementia, opioid use disorder, and chronic pain

Requires research entities to register with the State Department of Health ($500 fee), Oklahoma Department of Agriculture, Food, and Forestry ($100 fee), and Oklahoma State Bureau of Narcotics and Dangerous Drugs Control annually; registration valid for one year

Provides legal immunity from arrest, prosecution, and civil/administrative penalties for registered researchers, physicians, and certified patients conducting or participating in ibogaine research in compliance with the act

Limits each university to one memorandum of agreement with a research facility; requires final written report with study results and recommendations to legislative leadership by December 1, 2029

If FDA approves ibogaine for medical treatment, licensed physicians may prescribe it and must supervise administration at hospitals or licensed healthcare facilities; effective date November 1, 2026
