Removes the December 1, 1988 formation date restriction that previously limited which corporations could organize as rural water districts under Oklahoma law

Allows any corporation to organize and constitute a district for providing rural water service under the Rural Water, Sewer, Gas and Solid Waste Management Districts Act

Explicitly excludes solid waste management districts from being organized or reorganized under this provision

Declared an emergency measure, taking effect immediately upon passage and approval rather than following the standard effective date
