Amends 59 O.S. 2021, Section 3023.4 to prohibit the Department of Labor from retroactively applying new elevator rules and standards to existing structures unless written findings with documented evidence show the structure presents obvious safety hazards.

Requires the Department of Labor to develop an enforcement program including property identification, violation notifications, random on-site inspections, witnessing periodic testing, and public awareness programs.

Allows any person to request an investigation into alleged elevator safety violations by submitting a signed written notice to the Department of Labor with reasonable particularity of grounds.

Requires the Commissioner to investigate if reasonable grounds exist for a violation or danger, or provide written notification if no reasonable grounds are found.

Effective date: November 1, 2026.
