State accounting manual must be amended to require invoices for intangible assets to include a file path to a permanent storage location for post-review maintenance

State agencies must report annually on all contractors, including contract amounts, completion status, whether the contract is for services or staff augmentation, and whether the same contractor has been used repeatedly across multiple fiscal years

Agencies must publicly post final consultant reports on the state's purchasing website linked to the original contract, along with any actions taken in response to consultant recommendations
