Amends the definition of "covered services" in dental insurance contracts to mean services actually reimbursed under subscriber agreements, rather than services that are merely reimbursable

Clarifies that covered services are determined without regard to contractual limitations such as deductibles, waiting periods, or frequency limitations

Prohibits dental plans from requiring dentists to provide services at plan-set fees unless those services are covered under the subscriber's agreement

Effective November 1, 2026
