Counties and municipalities may adopt rules and inspect retail pet shops, but cannot ban pet shops from selling dogs and cats unless the shop has received three or more convictions over 5 years for violating the Commercial Pet Breeders and Animal Shelter Licensing Act

Local ordinances enacted prior to January 1, 2026 are exempt from these restrictions on municipal authority

Oklahoma Department of Agriculture, Food, and Forestry must send license expiration notices to animal shelter operators and commercial pet breeders 90 days before expiration, increased from the previous 60-day requirement

Effective date is November 1, 2026
