Removes the 5-year cap on out-of-state teaching experience credits for purposes of state salary increments and retirement, requiring the State Board of Education to recognize all years of certified teaching experience from other states

Retains the existing 5-year cap for military service and out-of-country teaching experience credits

Maintains the current minimum salary schedule for certified personnel beginning with the 2025-2026 school year, ranging from $39,601 (Bachelor's degree, 0 years) to $65,319 (Doctor's degree, 35 years)

Adds a new provision requiring recognition of all years of experience for certified teachers who completed teaching in another state, if they held certification or equivalent in that state

Effective date of July 1, 2026, with an emergency clause for immediate implementation upon passage and approval
