Oklahoma Water Resources Board required to provide five-year flex allocation for groundwater usage beginning January 1, 2027, allowing permit holders to exceed annual allocations in individual years as long as cumulative five-year usage stays within limits

Permit holders may not exceed their permitted annual allocation by more than 200% in any single year of the five-year period

Participation requires submitting annual usage reports from a Board-approved water measurement system and paying the annual groundwater permit fee

Available to existing permit holders, new applicants, and temporary permit holders in basins or subbasins, with no new permit required for existing holders

Domestic wells are exempt from these provisions; effective date November 1, 2026
