Prohibits Oklahoma residents under 16 years of age from holding accounts on social media platforms that use algorithms to select content, feature infinite scrolling, and connect users for social interaction

Requires social media companies to verify account holder ages using digitized ID cards, government-issued identification, commercially reasonable verification methods, or confirmation from app store platforms

Prohibits platforms accessed by minors from processing personal information that may cause substantial harm, profiling minors without safeguards, collecting unnecessary personal data, selling geolocation data, or using dark patterns to manipulate minors

Establishes penalties of $2,500 per violation plus damages, court costs, and attorney fees, with enforcement by the Attorney General following a 45-day cure period after notice of violation

Exempts platforms generating less than $100 million annually from U.S. users, as well as email services, streaming services, gaming platforms, e-commerce sites, and professional networking services; effective November 1, 2026
