Prohibits referral agencies from charging facilities for placements after more than 12 months has lapsed in documented counseling with the consumer, requiring a new contract after that period

Reduces the maximum referral payment period from 36 months to 12 months from the date the referral was made to the facility

Limits referral fee compensation to either a fixed fee or the equivalent of the first month's rent, payable only after the referred resident lives in the community for over 90 days

Allows consumers who unknowingly use multiple referral agencies to choose which agency receives the fee, and permits consumers to terminate their relationship with a referral agent in writing to use different services for future moves
