Public and charter school districts may hire adjunct teachers with "distinguished qualifications" in their field, with the State Board of Education to define those qualifications through rulemaking

Adjunct teachers without a baccalaureate degree must either be enrolled in a degree program with completion expected within 2 years, or have a minimum of 20 years of verifiable distinguished experience in their subject matter

Beginning with the 2026-2027 school year, adjunct teachers are prohibited from teaching core curriculum subjects (math, English language arts, science, social studies) in pre-kindergarten through fourth grade, though districts may apply for waivers for previously employed adjunct teachers who have completed science of reading training

Adjunct teachers may not teach beyond 5 years unless they hold a valid teaching certificate, have completed certification requirements, or are on a pathway to complete certification within the next 2 years

The State Department of Education must publish an annual report on adjunct teacher status, including qualifications, subject areas taught, and types of distinguished qualifications, with copies provided to legislators by January 15 each year
