Existing school employee organizations cannot continue representing employees after December 31, 2020, unless they win a mandatory secret ballot recertification election conducted by the school board between August 1-December 1, 2026, and every 3 years thereafter

Elections must be held in person with government-issued ID, use paper ballots only, span 3 business days, and require majority support from all employees in the bargaining unit (not just those voting) to retain recognition

Organizations that fail to win majority support lose recognition, employees become unrepresented, and any substantially similar or affiliated organization is barred from seeking recognition for 12 months

School districts are prohibited from making payroll deductions for any public employee association or professional organization that collectively bargains on behalf of its membership

State agencies and school districts cannot make payroll deductions for membership dues to organizations that collectively bargain under state law after December 31, 2026; the act takes effect July 1, 2026
