Amends the Oil and Gas Produced Water and Waste Recycling and Reuse Act to exclude iodine from the definition of "constituent elements," treating it separately from other minerals extracted from produced water

Creates an exception to the Oklahoma Brine Development Act for produced water transferred to or purchased by iodine producers solely for commercial iodine extraction

Iodine producers extracting iodine from oil and gas produced water will not be subject to the regulatory requirements of the Oklahoma Brine Development Act that apply to other commercial mineral extraction operations
